pharmaceutical company and the cost of insulin. is public pressure working? remembering a longtime member of congress tonight. and what she fought for. and the moment right off the u.s. coast. they said wouldn't it be nice if a dolphin came up right now? and you'll see what happened. good evening and it's great to have you with us hireere on tuesday night. the u.s. says a russian fighter jet collided with an unmanned american drone on the black sea. that drone worth up to $32 million and crashing into the sea. and of course, this all comes amid significant tensions already between the u.s. and russia. the u.s. says two russian fighter planes intercepted the reaper surveillance drone as it was flying in international air space southwest of crimea. they say russian pilots harassing the drone for 30 minutes. the white house calling the pilots reckless.

dumping fuel on the drone, making 19 close passes. one of the jets hitting the drone's propeller, forcing it down. russia says the u.s. is to blame tonight, and that their jet never hit the drone. abc's chief global affairs correspondent martha raddatz leading us off tonight. >> reporter: the u.s. reaper surveillance drone was flying in international airspace over the black sea when the russian fighter jets rapidly approached and began what would be more than 30 minutes of reckless, aerial harassment, much like this encounter with a u.s. b-52 bomber in 2020. interceptions are common, but never before like this. not only did the russians shadow the drone, they made 19 close passes, sprayed fuel on the unmanned aircraft multiple times, while one of the jets pulling up vertically as it approached the drone, then colliding with the drone's rare propeller. >> they collided with the aircraft, damaging the propeller and essentially putting in a situation where it was

unreliable and uncontrollable, so we brought it down. >> reporter: the u.s. then crashing the drone into the black sea. the pentagon saying the russian fighter jet that hit it was damaged but managed to land. the big question, was this simply a reckless interception that got out of control? or was the collision done on purpose? unsafe, unprofessional, and i think the actions speak for themselves. >> reporter: the russians are claiming the drone was flying southwest of the crimean peninsula, towards russia's border, and crashed because of sharp maneuvering, and that the russian jets never came into physical contact with the drone. the pentagon says the downed drone has not been recovered by either side. late today, the u.s. summoning russia's ambassador to the state department. the white house saying that's part of keeping diplomatic lines open. >> that's why you wasn't the lines of communication open, so you can actually have those kinds of very direct

interchanges and lay bare and lay clean what your concerns are. >> so, let's get right to martha raddatz in washington tonight. clearly, the u.s. does not want this situation to escalate any further here. tonight, you're learning new details, not only about the downed drone, but the russian pilots, as well? >> reporter: exactly, david. despite the fact that the propeller was bent, they were able to guide it into the black sea a fair distance from where it had collided. and tonight, a u.s. air force official saying they do not think the collision was intentional. instead, the official said it was pure incompetence and flat-out dumb on the part of the russian pilot, david. >> all right, martha raddatz, thank you. of course, we're also tracking these two major storms hitting both the east and west coasts at this hour. a powerful nor'easter making its way all the way up the east coast. heavy snow, rain, winds, gusting up to 60 miles per hour from philadelphia to new york to boss to be today. the images coming in all day. look at the dangerous driving on the highways. cars struggling to stay on the road in some places.

nearly three feet of snow reported in parts of upstate new york, massachusetts, and vermont. and that new atmospheric river hitting california at this hour. a high risk of flash flooding from monterey to santa barbara. in fact, a rare alert in los angeles. ginger zee is going to time all of this out. and abc's trevor ault on the coast tonight in scituate, massachusetts. >> reporter: tonight, a treacherous ride home for millions in the grip of a powerful nor'easter. cars fishtailing in new hampshire, part of interstate 93 shut down for a time, power lines blocking the road. >> we just came to a complete stop. and that was about an hour ago. >> reporter: cement-like snow weighing down trees -- >> look at that, completely over the interstate. >> reporter: and taking down power lines across the northeast, putting hundreds of thousands in the dark. in some spots, nearly three feet of snow already, with hours still to go. >> really heavy snow, heavier than usual. moving it feels like, you know, it's a workout.

>> reporter: at a snowy syracuse airport, a delta flight went off the taxiway. no one was hurt. >> we felt us glide to the left a little a bit, and then it felt like we were on rumble strips similar to the highway. >> reporter: and on the coast, winds gusting up to 60 miles an hour. at high tide in situate, massachusetts, officials bracing for flooding. is this the worst storm of the season for you? >> definitely the worst storm of this is kind of the perfect storm with the wind and the rain, the snow and the tides. >> reporter: air travel disrupted across the country. more than 4,000 flights delayed, and 1,000 flights canceled so far. and david, these massive wind gusts are slamming the waves up and over the sea wall here in scituate. there's already flooding on the other side. and this storm is going to continue through tonight into tomorrow morning. david? >> all right, trevor ault in scituate, massachusetts, trevor, thank you. let's get to ginger zee, tracking it all, and we begin with this nor'easter, it's not done yet. >> reporter: no, david. we've got at least 12 hours of this thing yet. we are getting gusts to 40 miles per hour. you know how the crews here,

they use sandbags to put on top of the cameras and the lights. well, those were tested. we almost lost the camera, but tom manning for the win, he caught this one. that's going to be more difficult if you are trying to fly or drive in it. that's why i want towavho s tou0 miles per hour, wrapping around the really tight isobars. you can see the low start to pull away, but take its sweet time. 33 inches fell in holly, massachusetts, that's the winter so far, because i say so far, because it's not done yet. we'll still have the snow in northern maine into early tomorrow morning. then, we've had more than 3 1/2 inches in parts of san luis obispo county. tomorrow morning, san that barbara, it moves south. los angeles get, it, too. >> just look at that in california. thank you, ginger. this atmospheric river slamming the west is bringing real concern for millions in california yet again. in fact, tonight, a rare high risk flood alert in los angeles.

our chief national correspondent matt gutman in california tonight. >> reporter: tonight, that atmospheric river roaring into southern california, pelting it with more heavy rains and strong winds. it is expected to bring two to four inches of rain in some areas. noaa issuing a rare high flood risk warning. we rode with the santa barbara fire department to inspect swle. the ground is so saturated already that everything is running off. >> yeah. it's just not soaking in anymore. we're 100% saturated. and we have more coming. >> reporter: water-logged monterey county also bracing for more dangerous floods. that just days after a levee breach on the swollen pajaro river sparked rescues and forced thousands from their homes. crews racing to make levee repairs. the flooding also shutting down parts of scenic highway 1 linking monterey and santa cruz after rushing waters eroded an embankment. our rob marciano is in northern california.

>>it's really been coming down all morning long here in santa cruz, in a county that can't take anymore water. >> reporter: in the bay area, the back-to-back storms taking down trees and power lines. this elementary school also saying a student suffered a minor head injury after a redwood fell on her classroom. david, this is a debris basin just above montecito designed to catch the boulders and logs that come down the mountain. you can see the water going through that concrete there, and it spat out in that jet just on the other side. now, officials expect this to hold with some of the heaviest rain forecast in the coming hours. and, of course, there is that flood watch still in effect from l.a. all the way to san francisco through tomorrow. david? >> yeah, just incredible, this region so often bone dry, to witness what we've seen these last few months. matt gutman, thinking about everybody in the west tonight, as well, thank you. we're also following about alarming headline breaking late today. police outside syracuse new york say they halted a mass shooting

threat at another tops supermarket. let's get to aaron katersky. so, how and when did authorities learn of this threat? >> reporter: they learned about it on discord. this was an online threat, david, made allegedly by 20-year-old zachary mullen, who has been arrested for making a terrorist threat involving a tops supermarket near syracuse. as you well know, david, it was just ten months ago, the tops supermarket in east buffalo came under fire in a racially motivated attack that killed ten ba black people. as in this case, police say mullen posted on discord and the post included racial elements. they searched his home near syracuse, they found weapons and ammunition that were seized. tonight, mullen has been released. police are confident there was no longer a threat, but prosecutors say, david, this was concerning because of the nature of the threat and the selection of the site. david? >> no question about that. aaron katersky tonight, thank you. now to those two u.s. banks collapsing and tonight, two federal investigations have now been launched. the justice department and the

s.e.c. and among the questions, did any high ranking bank employees know this was coming, and did that take advantage of that information? and right here tonight, the video of one of the bank's ceos, and what he asked employees to do as all of this was unfolding. here's pierre thomas again tonight. >> reporter: tonight, just days after the collapse of silicon valley bank sparked fears of a wider banking crisis, the justice department and the s.e.c. launching separate investigations. >> silicon valley bank was not a traditional regional bank. it was rapid growth, it was poorly managed. >> reporter: sources telling abc news that part of the fbi's early focus will be looking into whether any of silicon valley's senior leadership got unusual bonuses or sold stocks in the days leading up to the bank's collapse. in short, is there any evidence of insider trading? >> we must get the full accounting of what happened and why those responsible can be held accountable. no one is above the law. >> reporter: senator elizabeth warren now arguing, any

executive bonuses and stock sales should be taken back from those bankers. >> they took on all that risk, made themselves more profitable, right up to the day that the bank exploded. >> reporter: and tonight, critics, including senator warren point out, it was easier for silicon valley to fly under the ray door of regulators, because regulations were rolled back by president trump just ten years after the biggest banking collapse in u.s. history, rolled back with support by republicans and some democrats in congress. and because of that, the bank no longer had to pass those key bank stress tests. >> these reforms are critical to helping all americans thrive and to prosper. >> referee: and tonight, moody's rating downgraded the entire banking system from stable to negative, citing a rapidly deteriorating operating environment. and for the first time, we're seeing the failed ceo of that silicon valley bank addressing his employees last friday, after the government took over the bank. >> i care so much about all of

it, you really is just so incredibly difficult. >> reporter: no longer in control over his bank, making last-minute pleas for his employees to hang on. >> so, i've got an ask, and it's a completely unfair ask. my unfair ask is this -- can you guys just hang around, try to support each other, try to support our clients, work together, which may be, again, a slightly better outcome than where we are right now. >> and pierre, you learned that ceo was among lawthose that lobd to roll back those banking regulations? >> reporter: david, the ceo wrote a letter to congress, pushing to roll back those regulations. tonight, what the fbi wants to know is, when did the bank leadership first understand they were on the brink of collapse? and david, what did they do about it? >> lots of questions, indeed. pierre, thank you. on the economy tonight, inflation here in the u.s. slowing for the eighth month in a row. the new numbers. the consumer price index showing

prices in february 6% higher over last year. that slowing from 6.4% in january. of course, all eyes on the fed. they may still hike interest rates yet again at next week's meeting. in the meantime, next tonight, the race for the white house, and florida governor ron detan sis declaring that supporting ukraine is not in the vital interest of the u.s. instead calling the russian invasion a territorial dispute. the white house responding tonight. even some republicans on the hill with tough words for desantis on his foreign policy experience. here's rachel skoet. >> welcome to governor desantis! >> reporter: tonight, florida governor ron desantis, who is likely running for president, declared protecting ukraine against russia is not in the vital national interest of the u.s. desantis saying, "while the u.s. has many vital national interests, becoming further entangled in a territorial dispute between ukraine and russia is not one of them." he adds, "the biden administration's virtual blank check for as long as it takes

distracts from our country's most pressing challenges." the white house today firing back. >> if we were just to lay back and let putin take ukraine, which, make no mistake, he hasn't pulled away from, if we just lay back and let that happen, where does it stop? >> reporter: the sharpest critics of desantis' comments? his fellow republicans. >> the last thing we need is a bully with nuclear weapons feeling like he's emboldened and that there's nobody keeping him in check. >> reporter: senator john cornyn saying he was disturbed by the desantis statement. others implying the florida governor is out of his depth. >> obviously, he's busy running a big state. but if he's interested in the bigger stage, he probably needs to get boned up on it. >> well, i don't know what he's trying to do or what the goal is. obviously, he doesn't deal with foreign policy every day as governor. >> reporter: but desantis is staking out a similar position as his potential top rival, former president donald trump, who has even suggested letting russia take over parts of ukraine.

the sheriffs office a the closure is expected to be long-term. they cannot put the big rig upright because the wind is so strong. this and think cannot do it. it is a good idea to avoid the area. larry: a shelter-in-place order has been issued of call-up -- in california street in downtown san francisco because of glass falling from the bank of america building. fire officials say glass fell from the 43rd floor of this 52 story high-rise. the streets around the building are closed. kristen: the wind has something been wild today. look. larry: timber. kristen: so lucky. that white van barely missed getting hit by the tree that fell. what a close call. larry: check out this tree that came down on sir francis drake boulevard. this is in western marin county. the car made it through, but the road is closed in both directions. kristen:
